Don't know about the petcock availibility, but I doubt it is the back pressure issue. Back pressure should only be an issue on the back end of the engine (after compression). I have a HD Dyna pipe (with the baffle punched), so I'm essentially running a straight pipe with some dampening around it, and I get no vacuum problems.
The vacuum is caused by the carb drawing fuel into the float chamber. You could check your lines to make sure they aren't obstructed, and also make sure your float height is adjusted properly, and that it is floating smoothly. Procedure is in the book- if you don't have it, e-mail me a fax # and I'll get it to you.
